  1. CANVAS CLOTHING.
    All Other Ranks are reminded that they are personally responsible for the cleanliness of the Canvas Clothing issued to them for Drill Purposes.
    This Clothing must not be worn or used outside these Headquarters, but is to be worn on all training parades held at this Drill Hall, together with Side Hats.
  2. DRESS—OTHER RANKS.
    1. The correct pattern stick for use on parade or when walking out in uniform is obtainable at the Canteen, price 6½d. No other pattern of stick, whip or cane may be carried by Regular or Territorial Army Soldiers of this Regiment.
    2. Unless otherwise ordered, the dress for all parades at Headquarters will be : Canvas jacket and trousers, cap S.D.

      Men arriving in uniform must wear canvas clothing on parades. Badges of rank will be worn on canvas clothing.
    3. Other Ranks proceeding to and from the Drill Hall in Uniform must be properly turned out in ” Walking Out Dress.”

      Walking Out Dress is : Service Dress Jacket, S.D. Trousers, Cap, Boots, Belt and Stick.
      Great Coats may be worn in cold and inclement weather.

      Shoulder Titles (R.A. and T.) will always be worn.

  1. LIABILITIES OF SERVICE.
    To be read carefully by All Ranks.
    1. Minimum Obligation in order to qualify for Proficiency Grant, Part I.
      A soldier must complete the following training :—

      Warrant Officers, N.C.Os. and Men enlisted, re-enlisted or re-engaged on or after 1st November, 1936 :—

      1st Year.

      40 Drills (20 before going to Camp) and 15 days’ Camp,

      or

      50 Drills (20 before going to Camp) and 8 days’ Camp.

      After 1st Year in each case.

      20 Drills (all before Camp) and 15 days’ Camp,

      or

      30 Drills (20 before Camp) and 8 days’ Camp.

      Boys enlisted on or after 1st November, 1937, will be required to perform 10 more Drills in his first year of service.

      In the first year of man’s service he will be required to perform 10 fewer Drills than are required of a recruit.

      First year soldiers who enlist before Camp, but time does not permit them to complete the necessary number of drills before Camp, will be given an opportunity after Camp in which to fulfil their obligations.
    2. Proficiency Grant (Part II).
      In order that a N.C.O. or Man may become eligible for Proficiency Grant Part II (as shown), he may qualify in one of the following subjects :—
      (a) Gun Laying … 10/- ) Those not trained in (e),
      (b) Fuze Setting … 10/- ) (g), (e), (f).
      (c) Predictor Numbers … £1
      (d) Height Takers 1st Class … £2
      (e) Gun Position Officer Assistant … £1

    3. For Trained Men.
      There will be further grants of One Shilling per drill performed up to a total of twenty drills and One Shilling per day as ordered by the Commanding Officer up to a total of ten drills each year. (Not applicable to Recruits.) The whole of these drills are in excess of Proficiency Grant drills.
      The total, therefore, that will be available by way of pay (in addition to pay in camp) to a trained man who is not a specialist in (b), (d) and (e), but who has attended camp, done the Proficiency Grant, Part I drills, plus twenty extra and ten C.Os. drills, and has passed his test in (a), (b) or (f) of Proficiency Grant, Part II, will be:—

  2. DISCIPLINE.
    1. All Ranks are reminded that when they are inside the Headquarters building they come under Military Discipline. They will endeavour to recognise all Officers and pay the necessary compliments to them.
    2. All Warrant Officers, N.C.Os. and Men are reminded that they are entirely responsible for the care of all Kit and Equipment issued to them.
      All losses will be reported without delay.

  1. SOLDIERS’ PARTICULARS.
    All soldiers, irrespective of their age, are required to report their marriage and the birth of children, in order that these particulars may be recorded on their documents.
    This should be done without delay in order that claims for marriage allowance may be submitted correctly to the Regimental Paymaster.
  2. ADDRESSES—OTHER RANKS.
    All Warrant Officers, N.C.Os. and Men will report as soon as possible any change in their home address.
  3. ADDRESSES—EMPLOYERS.
    All Warrant Officers, N.C.Os. and Men will report as soon as possible any change of address of their employer. This is most important, as application for your attendance at camp has to be made.
  4. BLANCO.
    Only Pickering’s Web-Blanco (Green Khaki colour), No. 97, will be used for web equipment, strapping, and puttee tapes. This is obtainable in the Regimental Canteen.
  5. SQUASH COURT.
    The Squash Court is available for the use of all Members of the Regiment. If others are waiting, no player may occupy the Court for longer than Thirty minutes.
    The Court may be reserved ; a slate for this purpose will be kept in Regimental Office.
    Members are asked to see that all lights are turned out on conclusion of play. Rubber soled shoes must be worn ; black rubber soled shoes are not permitted.
  6. THE TERRITORIAL ARMY BADGE.
    Every precaution will be taken to ensure that a badge does not come into the possession of unauthorised persons. Where the loss of a badge is due entirely to unavoidable circumstances, arising out of exigencies of the service, it may be replaced at the public expense, but losses due to circumstances and accidents of private life will not be chargeable to the public. The decision in all cases will rest with the Army Council.
    When a badge is lost, the fact and circumstances will be reported immediately to the Battery in which the individual is serving.
    The Commanding Officer is authorised to make a further issue on repayment after a lapse of two months if he is satisfied that the explanation of the loss is reasonable and that due precautions were taken to ensure the safety of the badge.
    The following categories will be allowed to retain the badge on ceasing to be serving members of the Territorial Army :—
    1. Officers who have served in the Territorial Army for a period of not less than four years, other than Officers dealt with under Territorial Army Regulations, 1936, paragraphs 146 and 147.
    2. Other Ranks who are discharged with not less than four years’ service with a character not less than “Good.”
  7. BICYCLES.
    Bicycle racks are provided under the archway for the use of Other Ranks. Men using them should provide themselves with cycle chains and locks, as no responsibility can be accepted for loss or theft.

  1. COMPLAINTS.
    Any complaint an Officer wishes to make will be made to the Commanding Officer through the Adjutant; similarly, any complaint from a Warrant Officer, N.C.O. or man will be made to his Company, etc., Commander, who, if necessary, will lay it before the Commanding Officer of the Unit.
  2. CONDITIONS UNDER WHICH MEN IN THE TERRITORIAL ARMY WILL SERVE IN THE EVENT OF NATIONAL EMERGENCY.
    Men who enlisted on or before 31st October, 1933, and have served continuously since were promised, as an explicit condition of their agreement to serve overseas, that they would continue to serve with their own units.
    Men who enlisted after 31st October, 1933, signed an agreement accepting liability to general service, i.e., to be transferred to any unit without qualification in the event of an Act of Parliament being passed for that purpose in the case of a grave national emergency. Territorial Army Regulations, however, contain an undertaking that all men serving in the Territorial Army before its embodiment will go overseas with their own unit.
    Though every effort will be made to preserve the integrity of Territorial Army Units existing before embodiment, it has become clear that the role which the Territorial Army is now designed to fulfil may make it impossible always to observe these undertakings.
    Accordingly, men now serving in the Territorial Army are being invited to sign an agreement that, notwithstanding any undertaking given regarding their service, they will accept a liability to be available for general service, and, therefore, liable to be transferred to other units, and posted to any unit of the Regular Forces or Territorial Army after embodiment.

    The necessary amendments to Territorial Army Regulations have been made.
  3. PARKING OF CARS.
    With effect from Monday, 1st May, 1939. NO cars, other than those belonging to Officers of the Regimental Headquarters, will be permitted to be brought into this Drill Hall Forecourt, in order that the area may be left clear for Training purposes.
    All other cars are to be parked on the road in rear of the Drill Hall. They are not to be left on the main Bromley Road.

It is pointed out that any man can leave his canvas and side hat in the clothing store-room next to the changing room, in the partition belonging to his Battery, if he so desires, or if it is inconvenient for him to go home after his business before coming to the Drill Hall.
  1. CARE OF EQUIPMENT.
    It is brought to the notice of All Ranks that during the recent period that it has been necessary to move equipment from the Drill Hall to the forecourt for training purposes, an increased number of casualties to equipment has occurred. In view of this, guns will only be moved under the supervision of an Officer, P.S.I., or Senior N.C.O., and then only with the greatest care and supervision.

  1. DRESS—OTHER RANKS.
    The Commanding Officer has noticed that numerous men are still not wearing
    canvas for parade at this Drill Hall.
    It is pointed out that any man can leave his canvas and side hat in the
    clothing store-room, next to the changing room, in the partition belonging to his
    Battery, if he so desires, or if it is inconvenient for him to go home after his
    business before coming to the Drill Hall. Also it is much to the advantage of the
    men themselves to wear canvas on all parades, so saving their civilian clothes from
    getting stained, worn and torn.
  1. ARMY BOOKS 3.
    The object of the issue of the Army Book 3 is to dispose with a con-
    siderable amount of clerical work entailed when the Territorial Army is embodied.
    The book gives all instructions regarding action to be taken and when it is
    to be taken.
    The following notes, however, are published for guidance :—
    1. Instruction in pages 2 to 8 to be read and acted upon when necessary.
    2. Postcard ” A ” is only to be used when the Territorial Army is called
      up and the change of home address has not previously been notified
      at the Battery Office.
    3. Form of ” Statement of family,” etc., between Postcards ” A ” and
      ” B ” is only to be completed by the soldier when called up.
    4. Postcard ” B ” to be completed and dispatched by the soldier when
      called up.
    5. Instructions regarding Insurance on pages 9 to 11 are to be read and
      complied with as stated.
    6. Particulars of Insurance on page 12 should be inserted by the soldier
      now.
    7. Pages 14 and 15 give details of clothing and necessaries to be
      brought with soldier on embodiment.
    If in any doubt ask at the Battery Office.
  1. SOLDIERS’ PARTICULARS.
    For the purpose of keeping documents up to date, any of the following
    particulars should be handed in to the Battery Office as soon as possible after they
    occur :—
    1. Change of Home address
    2. Change of Business address
    3. Loss of Employment.
    4. Any alteration in Family (i.e., Marriage, Birth or Deaths).
    Also give Telephone Number when available.

It’s been 31 days since the 10th set of Regimental Orders and these are No.13 consistent with updates every 10 days as previously postulated. It represents a very significant writing, printing and distribution operation which speaks to the scale of war preparations and how far its tendrils reach.

It’s amusing to see orders being repeated and rewritten with a tinge of exasperation. Last month the reminder was to observe Military Discipline within HQ. This month an addendum appears to address out-of-code whips, sticks and canes. We can only imagine the flamboyance being responded to.

The tone of the writing reflects the slightly surreal state of the country. On one hand everyone knows war is coming and preparations must be undertaken with deadly seriousness. On the other there are still thick layers of British reserve and formality which run counter to the urgency of the moment. The nations memory of the Great War just 20 years ago is fresh. Even the youngest new recruits were raised by families who went to war and experienced the its aftermath as children.
