  1. CANVAS CLOTHING.

    All Other Ranks are reminded that they are personally responsible for the cleanliness of the Canvas Clothing issued to them for Drill Purposes.

    This Clothing must not be worn or used outside these Headquarters.

  2. DRESS—OTHER RANKS.
    (a) The correct pattern stick for use on parade or when walking out in uniform is obtainable at the Canteen, price 6½d. No other pattern of stick, whip or cane may be carried by Regular or Territorial Army Soldiers of this Regiment.

    (b) Unless otherwise ordered, the dress for all parades at Headquarters will be: Canvas jacket and trousers, cap S.D.

    Men arriving in uniform must wear canvas clothing on parades. Badges of rank will be worn on canvas clothing.

    (c) Other Ranks proceeding to and from the Drill Hall in Uniform must be properly turned out in “Walking Out Dress.”

    Walking Out Dress is: Service Dress Jacket, S.D. Trousers, Cap, Boots, Belt and Stick.

    Great Coats may be worn in cold and inclement weather.

    Shoulder Titles (R.A. and T.) will always be worn.

  1. LIABILITIES OF SERVICE.

    (a) Minimum Obligations in order to qualify for Proficiency Grant, Part I.

    A soldier must complete the following training:—

    Warrant Officers, N.C.O.s, and Men enlisted, re-enlisted or re-engaged on or after 1st November, 1936:—

    1st Year.

    40 Drills (20 before going to Camp) and 15 days’ Camp,

    After 1st year in each case,

    50 Drills (20 before going to Camp) and 8 days’ Camp.

    After 1st year in each case,

    20 Drills (all before Camp) and 15 days’ Camp,

    or

    30 Drills (20 before Camp) and 8 days’ Camp.

    Boys enlisted on or after 1st November, 1937, will be required to perform 10 more Drills in his first year of service.

    In the first year of a man’s service he will be required to perform 10 fewer Drills than are required for a recruit.

    First year soldiers who enlist before Camp, but time does not permit them to complete the necessary number of drills before Camp, will be given an opportunity after Camp in which to fulfil their obligations.

    (b) Proficiency Grant (Part II).

    In order that a N.C.O. or Man may become eligible for Proficiency Grant Part II (as shown), he may qualify in one of the following subjects:—

    (1) Gun Laying …… .. .. 10/- Those not trained in (c),
    (2) Fuse Setting …… .. .. 10/- (d), (e), (f).
    (3) Predictor Numbers …… .. £1
    (4) Height Takers 1st Class .. £1
    (5) Gun Position Officer Assistant £1

    (c) For Trained Men.

    There will be further grants of One Shilling per drill performed up to a total of twenty drills and One Shilling per drill carried by the Commanding Officer up to a total of ten drills each year. (Not applicable to Recruits.) The whole of these drills are in excess of Proficiency Grant II.

    Beyond the above, there will be available, by way of pay (in addition to pay in (c) to a trained man who is not a specialist in (c), (d) and (e), but who has attended camp, done the Proficiency Grant I, performed all drills twenty great and ten C.O.’s drills, and has passed his test in (a), (b) or (1) of Proficiency Grant Part II, will be:—

  2. DISCIPLINE.

    (a) All Ranks are reminded that when they are inside the Headquarters building they come under Military Discipline. They should endeavour to recognise all Officers and pay the necessary compliments to them.

    (b) All Warrant Officers, N.C.O.s and Men are reminded that they are entirely responsible for the care of all Kit and Equipment issued to them. All losses will be reported without delay.
  3. SOLDIERS’ PARTICULARS.

    All soldiers, irrespective of their age, are required to report their marriage and the birth of children, in order that these particulars may be recorded on their documents.

    This should be done without delay in order that claims for marriage allowance may be submitted correctly to the Regimental Paymaster.
  4. ADDRESSES—OTHER RANKS.

    All Warrant Officers, N.C.O.s and Men will report as soon as possible any change in their home address.
  5. ADDRESSES—EMPLOYERS.

    All Warrant Officers, N.C.O.s and Men will report as soon as possible any change of address of their employer. This is most important, as application for your attendance at camp has to be made.
  6. BLANCO.

    Only Pickering’s Web-Blanco (Green Khaki colour), No. 97, will be used for web equipment, strappings, and puttee tapes. This is obtainable in the Regimental Canteen.
  7. SQUASH COURT.

    The Squash Court is available for the use of All Members of the Regiment. If others are waiting, no player may occupy the Court for longer than Thirty minutes.

    The Court may be reserved; a slate for this purpose will be kept in Regimental Office.

    Members are asked to see that all lights are turned out on conclusion of play. Rubber soled shoes must be worn; black rubber soled shoes are not permitted.
  8. THE TERRITORIAL ARMY BADGE.

    Every consideration will be taken to ensure that a badge does not come into the possession of unauthorised persons. Where loss of a badge is due entirely to unavoidable circumstances, arising out of exigencies of the service, it may be replaced at the public expense, but losses due to circumstances and accidents of private life will not be chargeable to the public. The decision in all cases will rest with the Army Council.

    Where a badge is lost, the fact and circumstances will be reported immediately to the Commanding Officer by the individual losing it.

    If the individual thinks he has failed to make a further issue upon expiry of after a period of two months if he is satisfied that the explanation of the loss is unsatisfactory, and due precautions were taken to ensure the safety of the badge.

    The following categories will be allowed to retain the badge on ceasing to be members of the Territorial Army:—

    (a) All Warrant Officers and Men serving in the Territorial Army for a period of not less than four years, other than Officers granted under Territorial Army Regulations, 1938, paragraphs 146 and 147.

    (b) Other Ranks who are discharged with not less than four years’ service with a character not less than “Good.”
  9. BICYCLES.

    Bicycle racks are provided under the archway for the use of Other Ranks. Men using the racks should provide themselves with cycle chains and locks, as no responsibility can be accepted for loss or theft.

  2. COMPLAINTS.

    Any complaint an Officer wishes to make will be submitted to the Commanding Officer through the Adjutant; similarly, any complaint from a Warrant Officer, N.C.O. or man will be made to his Company, etc., Commander, who, if necessary, will lay it before the Commanding Officer of the Unit.
  3. CONDITIONS UNDER WHICH MEN IN THE TERRITORIAL ARMY WILL SERVE IN THE EVENT OF NATIONAL EMERGENCY.

    Men who enlisted on or before 31st October, 1933, and have served continually since, were promised, as an explicit condition of their agreement to serve overseas, that they would continue to serve with their own unit.

    Men who enlisted after 31st October, 1933, signed an agreement accepting liability to general service, i.e., to be transferred to any unit without qualification in the event of an emergency. Legislation passed for that purpose, in the event of a grave national emergency. Territorial Army Regulations, however, contain a guarantee that all men serving in the Territorial Army before its embodiment will, if they volunteer after embodiment, be posted to A.A. units.

    Though every effort will be made to preserve the integrity of Territorial Army Units existing before embodiment, it has become necessary to warn all men serving in the Territorial Army that such measures cannot be guaranteed always to achieve these undertakings.

    Accordingly, men now serving in the Territorial Army are being invited to sign a general agreement, binding them in every eventual undertaking given regarding liability, they will accept that a liability to be embodied, and if so required, that they may be liable to be transferred to any corps and posted to any unit of the Expeditionary Force or Territorial Army, as and when required for service in the field.

    The necessary amendments to Territorial Army Regulations have been made.

    Distortion of the FIRING CRANK has been caused by actuating the firing
    mechanism when the gun is at SAFE, resulting in the gun being put out of action.
    The attention of ALL RANKS is drawn to this fact, and in future before
    attempting to fire, it should be ascertained that the gun is SET AT FIRE, NOT
    AT SAFE.
  3. COMPLAINTS AND APPEALS.
    Cases have recently occurred of Complaints being sent direct to War Office.
    The attention of Officers and Other Ranks is again drawn to TERRITORIAL
    ARMY REGULATIONS 1936, paras. 342 to 345.

    (a) It is the duty of an Officer to make any Complaint to his Inspecting
    Officer.

    (b) Likewise any Complaint from Warrant Officers, N.C.O.s, and men will
    be made in the first instance to their Battery Commander.

  5. EQUIPMENT—3.7 GUNS.

    Distortion when the firing crank has been caused by actuating the firing mechanism when the gun is at “Safe” resulting in the gun being put out of action.

    The attention of all concerned must be given to this matter, and steps taken to prevent such damage in the future.
  6. DISCIPLINE—COMPLAINTS AND APPEALS.

    There are still occurring complaints being sent direct to the War Office, Battery, as shown by B.O.’s dated February, 1939, is republished for information and strict compliance by All Ranks.

    The attention of Officers and Other Ranks is drawn to Regulations for the Territorial Army para. 342 to 345.

    (a) It is the duty of an Officer to make any complaint to his Inspecting Officer.
    (b) Likewise any complaints from warrant Officers, N.C.O.s and Men will be made in the first instance to their Battery Commander.
  7. LECTURE—ARMY BOOK “3.”

    A lecture on the use and Maintenance of Army Book “3,” recently issued to Other Ranks of this Unit, will be given during drill hours on the following dates:—

    Nos. 3 and 4 Sections—Tuesday, 16.5.39.
    Nos. 1 and 2 Sections—Tuesday, 23.5.39.

    It must be pointed out that there is a shortage of issues, which will depend entirely upon the numbers present it is therefore hoped that the All Ranks will do their utmost to attend and use their Registers when available.

    This lecture will be given to show how to use your Army Book “3.”

      Every man who is not yet in possession of Army Book 3 must make every effort to attend at these Headquarters for the issue of this Book.

      As soon as possible after receiving the Book page 12 should be completed by inserting the following particulars:

      (c) Number in the Society.
      (d) Branch (Number and/or Address)

    This copy of the Regimental Orders labelled No.10, suggests that either order numbers start from zero on January 1st, or perhaps to the date of the regiment falling under the purview of the newly formed Anti-Aircraft Command (AA Command, or “Ack-Ack Command”) in February. If the latter is true they are issuing orders every 10 days which seems reasonable.

    Orders cover everything from the seemingly trivial matter of how to properly book squash courts, through to items of vital safety regarding the correct use of heavy weapons.

    There’s a general feeling of trying to bind a loose group of workers and gentlemen amateurs into a functional military unit. Kenneth’s Regiment is vital to the capitals air defenses, which will be almost entirely run by Territorial Units. With the exact date of the outbreak of hostilities impossible to foresee there’s a sense that however quickly command can turn citizens into soldiers, it isn’t quite fast enough.
